Question: HOW DO WE COMPUTE LFC/HTC BLOCK ON PROMOTION?

Answer

a) In respect of Probationary Officers the facility will be available from the date of their joining the bank. However, they will not be entitled to avail themselves of the concession before they complete one year's service in the bank.

b) In case of Trainee Officers and other officers promoted from the award staff, the block of four years will be reckoned from the expiry date of the last biennial/quadrennial period of leave fare concession if they have availed of the facility in the award cadre.

 

Question: HOW DO WE CALCULATE THE PERIOD OF LFC/HTC?

Answer

During each block of four years, an officer shall be eligible for leave travel concession for travel to his home town / place of domicile once in each block of two years . Alternatively, he may travel in one block of two years to his home town / place of domicile and in other block of two years, to any place in India by the shortest route

 

Question: WHAT IS MY ENTITLEMENT FOR ENCASHMENT OF PRIVILEGE LEAVE?

Answer

An officer is permitted to surrender and encash the privilege leave not exceeding 30 days (one month) at a time. Alternatively , he may while travelling in one block of two years to his home town and in other block, to any place of India, be permitted to encash of privilege leave with a maximum of 15 days in each block or 30 days in one block.

 

Question: WHAT WILL BE THE AMOUNT OF LEAVE ENCASHMENT?

Answer

For the purpose of leave encashment all the emoluments payable for the month during which the availment of the LFC commences shall be admissible.

 

Question: WHAT IS THE ELIGIBLE AMOUNT FOR ENCASHMENT OF LFC?

Answer

An officer, by exercising an option anytime during a 4 year block or two year block ,as the case may be , surrender and encash his/her LFC ( other than travel to place of domicile ) upon which he/she shall be entitled to receive amount equivalent to the actual train fare for AC sleeper Class for a distance of 4500 kms ( one way) for officers in JMGS Scale – I and MMG scale- II & III and 5500 kms (one way) for officers in SMG Scale IV & above. It should be remembered that the fare of mail/express trains and not of Rajdhani Express is to be reckoned for encashment of LFC. The present entitlement for encashment of L.F.C is given below (per person):-

  • Subordinate Staff (AC- III tire ) 2500 km x 2 ( up & down Per head ) = Rs. 2090 x 2 = Rs. 4,180.00

  • Non-subordinate Staff ( AC II- tire ) 2000 km x 2 ( up & down per head ) = Rs. 2795 x 2 = Rs. 5,590.00

  • Scale I , II , III (AC II tire ) 4500 km x 2 ( up & down per head ) = Rs. 4360 x 2 = Rs. 8,720.00

  • Scale IV & above ( AC 1st Class ) 5500 km x 2 ( up & down per head ) = Rs. 10030 x 2 = Rs. 20,060.00

 

Question: WHETHER ANY LEAVE IS REQUIRED TO BE AVAILED OF FOR ENCASHMENT OF LFC?

Answer

W.e.f. 01.06.2015 employees may be allowed the facility of encashment of leave fare concession without the requirement of availing leave for the purpose .

 

Question: WHAT IS ENTITLED CLASS FOR TRAVEL ON DUTY / LFC / HTC?

Answer

An officer in JMGS Scale -I is entitled to travel by 1st Class or AC – 2 tier by train. He may travel by air in the lowest economy class if so permitted by the competent authority, in case of the exigencies of business or public interest. W.e.f. 1st May 2010 an officer in JMGS – I while availing LFC will be entitled to travel by Air in which case the reimbursement will be the actual fare or the fare applicable to AC 1st Class fare by train for the distance travelled whichever is less. The same rule shall apply when an officer in MMGS – II & MMGS – III while availing LFC where the distance is less than 1000 kms. ( e-cir.SL NO,138/2010-2011 dated 08.06.2010)

An officer in MMGS – II & III is entitled to travel by 1st Class or AC II tier by train or by air (economy class) if the distance to be travelled is beyond 1000kms. He may however travel by air even for a shorter distance if so permitted by Competent Authority ( not below the rank of AGM).

 

Question: WHAT IS THE DEFINITION OF “ FAMILY “ FOR THE PURPOSE OF LEAVE FARE CONCESSION?

Answer

“Family” for the purpose of LFC shall mean an officer's spouse, wholly dependent unmarried children ( including dependent step children and legally adopted children) and wholly dependent parents ordinarily residing with and wholly dependent on the officer. The term wholly dependent family members shall mean such members of the family having a monthly income not exceeding Rs. 10000/- p.m.

In the case of female officer “family” shall include her husband only if he is not an employee of the bank. If an officer and his wife are employed in the bank, although each will be entitled to leave fare concession in his / her own right, the family including the husband and wife taken together will not be eligible for the concession more than once in a relative period.

A married employee may include her natural parents or parents-in-law under the definition of family, but not both, provided that the parents/parents-in-law are wholly dependent on her. For the purpose of medical expenses reimbursement scheme, for all employees, any two of the dependent parents/ parents-in-law shall get the cover.

 

Question: WHAT WILL BE THE AMOUNT OF REIMBURSEMENT IN CASE OF LFC/HTC INVOLVING FOREIGN DESTINATION IN A CIRCUITOUS ROUTE?

Answer

The reimbursement will be limited to the actual fare by the entitled class, by the shortest route or the notional fare to his home town/designated place (the farthest point on the Indian border) from the place of his work , whichever is lower.

 

Question: WHAT IS MY ENTITLEMENT FOR AVAILING LTC WHEN FAMILY IS NOT RESIDING WITH THE OFFICER?

Answer

In case of an officers, who may have to keep his children outside the place of his posting for their education (because of lack of facilities) the expenses incurred on account of the children may be reimbursed in terms of his eligibility from his place of posting, to the designated place for LFC or the actual amount spent by the children , whichever is lower, subject to usual terms and condition.

 

Question: WHETHER EXTENSION OF LFC / HTC BLOCK PERIOD IS PERMISSIBLE AND ON WHAT GROUND?

Answer

Where an officer is not able to avail himself of the leave travel concession during a particular two year block because the leave applied for was refused and could not be granted at any other time during the two year block due to exigencies of service, the concession facility will be carried forward subject to a maximum of two concessions outstanding at any biennial block. Permission to carry over leave beyond 240 days up to 3 months may be granted by AGM (Admn) and beyond that GM ( Network ) on the recommendation of RM/ Controller / Departmental Head.( Cir. No. CDO/P&HRD-IR/54/2009-10 dated 14.11.2009.

In terms of Cir. No. CDO/P&HRD-PM/64/2014-15 dated 23.12.2014 no separate approval from appropriate authority ( GM) will be required. Further , in case of carried over LFC/HTC block the extended LFC/HTC has to be availed first and then usual LFC/ HTC due during current block can be availed of .However where both LTC & HTC are due , only one of the facility will be carried forward.

 

Question: WHETHER AVAILMENT OF LFC/HTC IS POSSIBLE EVEN AFTER RETIREMENT AND WHAT IS TIME PERIOD?

Answer

Where an officer is not able to avail LTC/HTC in the last block of service before superannuation ( which is at present 60 years of age ) due to official exigencies or any other genuine reason, LTC/HTC may be permitted to be carried forward for 4 months beyond retirement and the retiree may be allowed to avail of the facility within that period as per the existing rules relating to the serving officers of the bank.

However, in exceptional circumstances for genuine reasons, the LFC/HTC may be permitted to be carried forward upto 6 months beyond the date of superannuation. In such case, the competent authority would be one grade higher (CGM) than the authority who had authorised to allow carryover of LFC/HTC to the serving official.

Besides, an officer who has been allowed carry forward of LFC after superannuation at the age of 60, may surrender and encash his/ her LTC (the officer will not be eligible to surrender and encash HTC) within that period upon which he shall be entitled to receive the amount as per the existing rules relating to the serving officers of the bank. Officers on whom Rule 19 (3) has been invoked, and officers who seek voluntary retirement, or dismissed, removed or compulsorily retired from bank's service, this facility is not extended to them. (Cir. No. CDO/P&HRD-PM/47/2010-2011 dated 27.10.2010 )

 

Question: WHAT IS THE GENERAL PRINCIPILE OF LEAVE?

Answer

An officer who desires to obtain leave of absence, shall apply through HRMS portal to the officer authorised (approver) for the purpose. The application for PL leave shall be made not less than 15 days' before the date from which the leave is to commence, (cir No. CDO/P&HRD-IR/24/2014-15 dated 26.06.2015 (10th Bipartite Settlement ).

If leave is refused or postponed due to exigencies of service, the reason for the refusal or postponement as the case may be, shall be mentioned in the order, and a copy of the order given to the applicant.

 

Question: HOW TO CALCULATE CASUAL LEAVE?

Answer

Maximum 12 days in a financial year ( may be prefixed or suffixed to or combined with Sunday / holiday ) . The total period of absence at any time (including Sundays and holidays) on CL shall not exceed 6 days stands withdrawn.

 

Question: WHETHER UNAVAILED CASUAL LEAVE CAN BE AVAILED OF?

Answer

Casual leave not availed of in any year to be suffixed or prefixed to sick leave or independently within the following three years. In case an officer does not avail of ‘unavailed casual leave’ it will automatically lapse (CL /PER/75/95-96 dated 14.03.96) (CL ; CDO/PER/8/98-99 dated 04.05.98).

 

Question: WHETHER KEY HOLDERS CAN AVAIL OF CASUAL LEAVE?

Answer

Branch Managers , Officers including MOD entrusted with joint custody of Currency Chest , Control documents , valuables, Securities etc. / cash officers who are not eligible for CL , their entire CL shall be converted into Privilege Leave and added to the next year 's leave.

 

Question: HOW CALCULATION OF PRIVILEGE LEAVE TO BE DONE?

Answer

One day for each active service of 11 days – accumulation upto 240 days . However, no privilege leave may be availed of before completion of 11 months of service on duty.

 

Question: WHETHER ACCUMULATION OF LEAVE BEYOND 240 DAYS IS PERMITTED OR NOT?

Answer

On and from 01.06.2015 under Rule 33(4) of SBIOSR , privilege leave may be accumulated upto and not more than 270 days except where leave has been applied and it has been refused. However, encashment of privilege leave shall be restricted upto a maximum of 240 days. ( CDO/P7 HRD -IR/24/2015-16 dated 26.06.2015.- 10th Bipartite settlement).

 

Question: HOW TO CALCULATE SICK LEAVES?

Answer

At the rate of 30 days ( on half pay )for each completed year of service, maximum 18 months during the entire service . Additional sick leaves after 24 years of service at the rate of one month for each year of service beyond 25 years subject to maximum of 3 months.

Sick leave due to an employee on any particular day may be calculated on the basis of total period of service as on date , at the rate of 30 days for each completed year of service and pro-rata for the broken period.

 

Question: AND FOR HOW MANY DAYS MATERNITY LEAVE MAY BE GRANTED?

Answer

On and from 01.05.2010 maternity leave on substantive pay, shall be granted to a female officer for a period not exceeding 6 months on any one occasion and 12 months during the entire period of her service leave. Within the overall period of 12 months leave may be granted 

(a) in case of miscarriage /MTP/ abortion 

(b) in case of hysterectomy upto a maxmium of 45 days (ecir. Sl No. 138/2010-11 dated 08.06.2010) , 

(c) to a childless female officer for legally adopting only one child who is below one year of age till the child reaches the age of one year. (CL ; CDO/PER/52/2001-02 dated 09.08.2001), (d) in case of biological mother where the child is born through surrogacy.(10thBipartite Settlement).

 

Question: WHEN AND ON WHAT GROUND WOMEN EMPLOYEE CAN TAKE SABBATICAL LEAVE?

Answer

Women employees shall be eligible for sabbatical leave up to 2 years during their entire career for reasons such as medical ground, care of family members or children, higher studies, visit to spouse.

The employee applying for leave should have put in a minium of 5 years of service. The authority structure for sanction of such leave is detailed in Annexure – I. Sabbatical leave before completion of 5 years of service may be sanctioned only in exceptional circumstances by the competent authority as indicated in Annexure – I.

The sabbatical leave shall be taken for at least 3 months at a time and the leave shall not be taken more than once a year.. The authority structure for sanction of such leave is detailed in e- cir No. CDO/P& HRD-PM/54/2013-14 dated 09.12.2013.

 

Question: CAN OUR MALE OFFICER TAKE SABBATICAL ELAVE AND ON WHAT GROUND?

Answer

Single men officer shall be eligible for sabbatical leave up to 2 years during the entire career for reasons such as taking care of children and / or aged parents. “ Single men “ will mean male employees in the bank who are unmarried, widower or divorced . The authority structure of such leave is detailed in e- cir.CDO/P& HRD-PM/77/2013-14 dated 3rd March 2014.

 

Question: UNDER WHAT CIRCUMSTANCES EXTRAORDINARY LEAVE CAN BE AVAILED OF?

Answer

Extraordinary leave on loss of pay for not more than 360 days ( not more than 90 days at a time , except for sufficient reasons ) during the entire service period , provided in a very special circumstances, the competent authority may grant the leave on loss of pay to an officer up to a total period of 720 days for (i) own sickness (ii) Sickness of officer's wife or children (iii) for appearing examinations (iv) for prosecuting higher studies in the case of those who are not eligiblle for study leave (v) any other reasons beyond the control of the officer ( cir. No. CL Cir DO/P&HR/17/08-09 dated 18.06.2008.

 

Question: WHAT ARE THE OTHER TYPES OF LEAVE THAT MAY BE GRANTED BY THE COMPETENT AUTHORITY?

Answer

  1. One day casual leave for blood donation
  2. Special leave not exceeding 3 days per annum for participation in training camps conducted by St. John Ambulance brigade
  3. Special leave to an officer who sustains injury in the course of discharging official duties.
  4. Special leave for exercising franchise during general / bye-elections to Lok Sabha/ State Assemblies
  5. Members of staff drafted for election duty under the Representative of Peoples' Act.
  6. An officer when permitted to defend other employees of the Bank in Departmental enquires and other officers who are required to appear at an enquiry as Defence /witness will be treated as on duty.
  7. Sportsmen employees who participates in recognised games ( Cricket,Hockey,Footbal, Basketball, Volleyball,table-Tennis,Athletics,Badminton,Kabaddi,and chess ) in tournaments of State/ country in National/International tournaments/matches are sanctioned leave by the competent Authority ( a) upto 180 days ( in India ) by CGM (b) beyond 180 days ( in India ) by DMD & CDO.
  8. Special leave upto 7 days at any one instance and not more than 30 days in a year maximum 300 days during entire service career for participating in the field of classical music/ dance, stage acting ,painting & literature at the National / Regional level .
  9. 6 days special leave for ( including Sundays, holidays ) to the male officer who will undergo Vasectomy and 14 dqys special CL to lady officers who will undergo Non_puerperal Tubectomy operation and one day special CL to lady officers for IUD insertions. A male officer may be allowed 7 days special CL whose wife undergoes Non-puerperal Tubectomy operations on the basis of doctor's certificate regarding necessity of his presence.
  10. Four office bearers of Officers' Association will be allowed 10 days' special leave each in a year for organisational work. Leave application for the purpose should be forwarded by the controlling authority to the HR Deptt. At LHO for sanction. ( CO LETTER ADM: 16805 dated 24.07.68
  11. w.e.f. 01.06.2015, special sick leave up to 30 days may be granted to an officer employee once during his / her entire period of service for donation of kidney / organ.
  12. If an officer is called upon to work on a Sunday/ holiday he should be granted compensatory off during the month following the Sunday / holiday on which he/she was required to work.

 

Question: WHO ARE ELIGIBLE FOR CLOSING ALLOWANCE?

Answer

Officers who are posted at Administrative Office or at other offices of the Bank where no closing of books is involved will not be eligible for Closing Allowance. Closing Allowance @ Rs.250/- may be paid in full at the end of September and March every year to eligible officers irrespective of their dates of appointments during the half year.
